1994 continued the tradition of oversized, spring-loaded weapons. These powerful weapons shoot over 10 feet.
Most 1994 figures included a weapons tree, a mostly generic selection of previously released weapons, still on the plastic sprues.

Snow Storm's cream colored weapons tree included two rifles, a pistol, a knife, two missiles and a figure stand.

SNOW STORM was recruited for the G.I. Joe team after COLONEI COURAGE saw him defeat an entire band of hostile revolutionaries who were trying to infiltrate a peaceful Caribbean village. Snow Storm accepted the Joe's offer but disliked his first assignment: to stop Cobra Vipers from attacking a science station at the north pole. He wasn't afraid of the Vipers, he just hated the cold! Nevertheless, he accomplished this frigid mission (and many others) with great success. After being given a customized, high-tech thermal suit to wear, he agreed to stay in the Arctic where he functions so well at pulverizing Cobra!

Filecard variant:

​There were three versions of 1994 Snow Storm released. The first two were made in China. Early filecards used the traditional format, while later filecards were formatted to a smaller "baseball card" size and the text was edited down to fit. Both were made in China, while the later were also made in Indonesia.
In 1994, Hasbro produced figures in China and Indonesia. This resulted in several paint app variants. To compound matters further, Hasbro also changed the card art on some figures from the older horizontal logo (with a red or blue laser backdrop) to a new vertical logo (with a red or blue to black gradient background). The back of the new card also featured a reformatted baseball card sized file card with condensed writing. Several figures did not get the new vertical card art treatment. Snow Storm did get the vertical logo treatment. 

Snow Storm has no known paint app variants. There are two carded figure variants, the horizontal logo card marked "MADE IN CHINA" (above) and the vertical logo card marked "MADE IN INDONESIA" (below).
