1994 continued the tradition of oversized, spring-loaded weapons. Action Sailor's attached to his sea sled.

Most 1994 figures included a weapons tree, a mostly generic selection of previously released weapons, still on the plastic sprues.
Action Sailor's blue weapons tree included a spear gun, a missile, a flash light, a scuba tank and a sea sled.
A blue missile launcher, two black flippers and a black breathing hose were also included in the package.

I've torpedoed so many hulls, I'm surprised the ocean hasn't overflowed with scrap iron! On dry land, I'm a fish out of water. I'd rather be on my sea sled than in a tank or jet fighter; luckily I have plenty of courageous teammates to handle those jobs. Making the sea safe from criminal scum is my life's work, and I can't think of a better way to do it than as a member of G.I. Joe!"

Action Sailor was first sold individually boxed (above, in black). He was later sold in the Original Action Team set (below, in orange).
